Should programs under the USDA be extended and modified through FY 2031?
The Farm, Food, and National Security Act, or the Farm Bill, continues and modifies agricultural programs run by the U.S. Department of Agriculture (USDA) through FY 2031. The bill extends price support and subsidy programs, continues and modifies SNAP and EBT programs, and expands access to farm loans alongside many other programs. Opponents say
• "In addition to other harmful provisions within the House Farm Bill, we write separately to set forth our opposition and concerns with Section 10204, which extends all final pesticide registration review decisions that the Environmental Protection Act must make until 2031. A five-year extension is unwarranted and would set up a recurring dynamic wherein the pesticide industry will inevitably seek a five-year extension in every future five-year farm bill, taking all pressure off of the EPA to actually assess and address the human health and environmental impacts of pesticides." • "The farm bill can and should be a vehicle for the stability and prosperity of all of American agriculture. This letter from hundreds of farmers and the organizations that serve them shows that the House farm bill has fallen well short of that mark. Amidst rising farm bankruptcies and unprecedented economic and policy instability, the House bill chooses more of the same, neglecting the kinds of investments and policies that our farmers not only deserve but desperately need. We encourage the House of Representatives to deliver a bill that brings stability and growth for all farmers by rejecting H.R. 7567 in pursuit of a better alternative." Proponents say
• "On behalf of ICBA and the nearly 45,000 community bank locations we represent, I write regarding our views on the new farm bill, the Farm, Food, and National Security Act of 2026 (HR 7567). Community banks provide approximately 80 percent of all loans extended by private sector banks to the nation’s farmers and ranchers. A new farm bill is important to ensuring farmers and ranchers and the community banks that serve them have a robust set of tools to ensure agriculture’s long-term viability. We support enhancements to USDA guaranteed loan programs but believe the expansions of the Farm Credit System’s (FCS) authorities to engage in broad non-farm financing activities need to be limited."
