H.R. 1815 updates the Department of Veterans Affairs home loan program by creating a new “partial claim” option for veteran homeowners facing foreclosure. It would allow the VA to pay up to 30% of overdue mortgage payments via a no-interest, deferred second loan for the holder guaranteed by the VA.
