Should we allow male-sex-born individuals to participate in athletic competitions and events sponsored for women?
H.R. 28 would prohibit events or organizations that receive federal financial stipends from permitting male-sex-born individuals to participate in athletic competitions and events sponsored for women. The bill further implies that male-born individuals can participate in women’s sports team practices if it does not harm or take away opportunities from their female counterparts. Furthermore, the bill recognizes sex based solely on the individual’s biology and genetics. If key provisions were implemented, the bill would not allow male-born individuals to participate in women’s events and at certain practices. Sponsor: Rep. Greg Steube (Republican, Florida, District 17)

Opponents say
• "I can’t believe that we’re standing here and having a man tell me what kind of protections I need in sports. This is fear mongering about trans women playing in sports. Are you kidding me?... The discrimination that trans individuals face just trying to live their lives every single day is something beyond what most of us could ever imagine…No trans person is trying to game the system to participate in sports." Source: Rep. Katie Hill (Democrat, California, District 25)
• "As the number of young people transitioning in elementary junior high and high school increases, we can assume that some of them will want to participate in school athletic programs; indeed, some already are. Currently only a few school sport governing organizations have adopted policies addressing the inclusion of transgender athletes, although many more are beginning to explore the issue and to recognize the need for such policies. Failure to develop informed and fair policies leaves school athletic
programs unprepared to respond to the increased probability that a transgender student will seek to join a school team. The Women’s Sports Foundation supports the right of all athletes, including transgender athletes, to participate in athletic competition that is fair, equitable and respectful to all." • "Wouldn’t you wanna listen to what the National Women’s Sports Foundation says, what the National Women’s Law Center says, what the United States Olympic and Paralympic committee says, what the international Olympic committee says…let me just be clear contrary to its title this bill does not protect girls and women's sports instead it is a misguided and harmful measure that amounts to no more than a discriminatory attempt to target and exclude an already marginalized group of girls and women who are transgender rather than addressing equity issues that girls and women face in sports." Proponents say
• "Title IX was created to give women and girls equal access to education and sports. Unfortunately, the intent of Title IX is under direct assault from the radical left. Allowing biological males to compete against women jeopardizes competition and fair play, both critical tenets of sports. Rep. Steube’s Protection of Women and Girls in Sports Act will help stop attempts to include biological males in girls’ and women’s sports, ensuring fairness and a level playing field." Source: Tim Walberg (Republican, Missouri, District 5)
• "The radical left is not in step with the American people on the issue of protecting women's sports. Americans have loudly spoken that they do not want men stealing sports records from women, entering their daughters' locker rooms, replacing female athletes on teams, and taking their daughters' scholarship opportunities. My legislation stands for truth, safety, and reality: men have no place in women's sports. Republicans have promised to protect women's sports, and under President Trump's leadership, we will fulfill this promise." Source: Rep. Greg Steub (Republican, Florida, District 17)
• "Americans want fairness and safety for female athletes, and we must protect women’s sports from being undermined. To ensure a fair future for our daughters and granddaughters, we cannot allow men to compete in women’s sports or take away the opportunities that Title IX gave them. This bill will ensure that women’s sports remain for women, preserving both fairness and the integrity of female athletics for generations to come." Source: Sen. Thom Tillis (Republican, North Carolina)
