Should Congress protect a person’s ability to continue or end a pregnancy, and to protect healthcare provider’s ability to provide abortions?
This bill permits health providers to perform abortion services without restrictions unless the restriction is for medical reasons only. This would apply abortion protection at the federal level and would supersede any State law regarding abortions. No state government would be allowed to enact or enforce any law or regulation that restricts abortion access.

Opponents say
• "While most Americans want reasonable pro-life protections for unborn children, pro-abortion Democrats are moving swiftly in the opposite direction. his radical bill would destroy existing pro-life protections at the state level and prevent future pro-life limits from being enacted. This a direct attack on the will of the people as demonstrated by the groundswell of pro-life legislation we’ve seen this year." Source: Marjorie Dannenfelser, president of Susan B. Anthony List.
• "Among other extreme policies, the bill would eliminate nearly all state laws that regulate abortion and force objecting hospitals and medical professionals to perform or participate in the life-ending procedure. It would also do away with popular pro-life riders like the Hyde amendment which protect Americans from paying for abortions with their tax dollars." • "This misguided bill would invalidate hundreds of constitutionally sound state laws that have been debated, passed and enacted in states from coast to coast in an effort to protect America's youngest citizens." Source: Catherine Glenn Foster, president and CEO of Americans United for Life
Proponents say
• "The fight to protect abortion rights for all Americans is more critical than ever now that the Supreme Court has agreed to hear a challenge to the Mississippi law banning abortion after 15 weeks, in a direct challenge to the constitutional protections established by Roe v. Wade. This is part of a deliberate strategy by anti-abortion extremists to use state laws and the courts to slowly chip away at abortion access, with nearly 500 restrictive laws introduced in states since just 2011. That is why we need the Women’s Health Protection Act to ensure that no matter where you live, what your background is, or what your zip code, you have the same rights to make decisions about your own body as anyone else" Source: Rep. Judy Chu (Democrat, California, District 27)
• "With Roe on the chopping block, the need for WHPA is urgent and it was just reintroduced with more original co-sponsors than ever. Congress sees the urgency of this moment and we are hopeful they will act swiftly to pass WHPA and protect access to abortion" Source: Jackie Blank, Federal legislative strategist at Center for Reproductive Rights
