Should the federal government increase California’s water budget?
Bill Summary
This bill would restore water deliveries to California’s Central Valley Project that had been cut off by legal action, make the Bureau of Reclamation the “one-stop shop” for water storage project permits, and enact other reforms aimed at streamlining the construction of new dams and reservoirs. Opponents say
• Legislative representative for the League of Conservation Voters, Madeleine Foote, contends: "This long-overdue funding should not have come at the cost of undermining protections for California's waterways, the Endangered Species Act and thousands of fishing jobs.”
• Barbara Barrigan-Parilla, Executive Director of Restore the Delta, argues: “Water management decisions are a state issue, and Representative David Valadao’s H.R. 23 is an end-run around state laws to benefit a small group of industrial agriculture irrigation districts at the expense of all other Californians. Water is a public trust resource.”

Proponents say
• Sponsor Rep. David G. Valadoa argues: “The entire country feels the consequences of this drought. While we were able to implement temporary provisions in the 114th Congress, a complete and long term agreement is still needed. My bill, the GROW Act will enact policies to expand our water infrastructure and allow for more water conveyance while protecting the water rights of users across the state.”
• Rep. Jim Costa states: "Clearly water is the sustenance of life and where water flows food grows. We try to balance the over drafting that's taking place versus the ability to plan for the future when we have good abundant years like this year."
