This bill establishes policy in the Department of Energy for science and energy research and development programs, with a particular aim to accelerate the pace of clean energy innovation, but also to deliver scientific discoveries, capabilities, and major scientific tools to “transform the understanding of nature and to advance the energy, economic, and national security of the United States.” The bill also reforms National Laboratory management and technology transfer programs.
