Allow year-round nationwide sales of E15 gasoline?
This bill would allow the year-round nationwide sale of gasoline blended with up to 15% ethanol (E15) by permanently extending an existing Clean Air Act waiver that currently limits summer sales in many areas due to air pollution regulations. It would also reform the federal Renewable Fuel Standard (RFS) by modifying small refinery exemptions, reducing renewable fuel compliance obligations for certain small refiners beginning in 2028, establishing new exemption criteria for at-risk refineries, and updating fuel infrastructure regulations to support expanded E15 distribution. The legislation seeks to expand domestic biofuel access while restructuring regulatory requirements for fuel producers.

Proponents say
• "For years, I’ve championed permanent, year-round E15 as a win for American farmers, energy producers, and consumers. At a time when farmers are under pressure and families are feeling the strain of high gas prices, this legislation delivers much needed relief. Today’s bipartisan action shows what’s possible when we put American energy, rural communities, and working families first. I urge the Senate to quickly pass this bill and get relief to the American people." Source: Rep. Nikki Budzinski (Democrat, Illinois, District 13).
• "North Dakota farmers have been asking for this for years, and today the House delivered. Year-round E15 is a win for North Dakota farmers, ethanol producers, American energy security, and families looking for more affordable options at the pump. As Co-Chair of the Congressional Biofuels Caucus, I was proud to help craft and advance this legislation alongside a strong coalition of Midwestern members. It strengthens demand for homegrown American energy and provides more reliable markets for our producers at a time when agriculture is facing significant economic pressure. President Trump and Secretary Rollins support this effort, and I urge the Senate to move quickly so we can get this across the finish line for rural America." Source: Rep. Julie Fedorchak (Republican, North Dakota)
• "Today’s passage of year-round E15 legislation is a hard-fought victory for consumers seeking lower prices at the pump, farmers seeking new market opportunities, and American families who want cleaner air and greater energy independence. At a time of extreme market volatility and higher costs, this bill provides badly needed certainty for fuel retailers, oil refiners, ethanol producers, and consumers alike. The legislation gives Americans the freedom to choose E15 and removes three decades of red tape that had stifled competition and choice in the marketplace." • "A bipartisan majority of the US House of Representatives has taken a gigantic step to allow Americans from coast-to-coast permanent access to low-cost E15. This significant milestone was made possible thanks to incredible leadership from Representatives Randy Feenstra, Michelle Fischbach, Adrian Smith, Dusty Johnson, Angie Craig, Sharice Davids, Shontel Brown, Nikki Budzinski, and others who helped build a winning coalition of Republicans and Democrats in the House. ACE is committed to helping build on this momentum to secure bipartisan support for the legislation in the U.S. Senate. As gas prices continue to skyrocket across the United States, allowing E15 to be sold year-round is the fastest way to save consumers at the pump and help make America more energy secure in the face of the oil supply disruption in the Strait of Hormuz. E15 would also help American farmers coping with the worst economic conditions in a generation by increasing corn demand domestically."
