Prevent regulations on lead ammunition and tackle on federal lands?

Awaiting Vote
Bill Summary

This bill would bar the Secretaries of the Interior and Agriculture, who oversee the Fish and Wildlife Service, the Bureau of Land Management, and the Forest Service, from creating new bans or regulations regarding the use of lead ammunition or tackle, traditionally used by some sportsmen for its low cost and effectiveness, on federal land. The bill allows for regulations if scientific field data shows that lead ammunition or tackle is primarily responsible for a wildlife population decline and the regulation is consistent with or approved by the relevant state wildlife agency. Opponents say

•      "H.R. 556, the Protecting Access for Hunters and Anglers Act of 2025, would undermine science-based wildlife conservation by prohibiting federal land managers from regulating lead ammunition and tackle—known pollutants that have devastated wildlife populations across the United States. This legislation ignores decades of scientific evidence demonstrating that lead ammunition and fishing tackle pose grave threats to over 130 species, including iconic birds like bald eagles, California condors, and common loons. The scientific consensus is clear: when lead ammunition is used in hunting, bullets fragment and contaminate gut piles that scavenger animals consume, while lead fishing tackle is mistaken for food or grit by waterbirds. It takes only tiny amounts of lead to kill large birds, making this a significant conservation concern on federal lands specifically managed to protect wildlife." Source: Rep. Jared Huffman (Democrat, California, District 2), Ranking Member of the House Natural Resources Committee

Proponents say

•      "As a lifelong hunter and recreational fisherman, I was appalled by the Biden-Harris administration’s quest to restrict access for our nation’s sportsmen and women who use traditional lead fishing tackle and ammunition on federal lands and waters. We cannot allow a ridiculous ban like this to happen again. Effective environmental stewardship and wildlife conservation rely on the valuable contributions of our hunters and anglers, and affordable lead ammunition and tackle are crucial to reducing financial barriers that limit accessibility for sportsmen and women." •      "H.R. 615, with elegant simplicity, establishes important safeguards to protect access for hunters and anglers to our public lands. These safeguards are becoming increasingly critical as animal extremist groups continue to pressure federal land managers to restrict hunting and angling through whatever means possible. Although there are many attacks, among the issues favored by the animal extremist groups in recent times is to press for lead ammunition and fishing tackle bans on public lands. H.R. 615 addresses this issue directly. The bill protects access by ensuring that the Departments of Agriculture and Interior engage in careful evaluation of the effects of lead exposure for a specific unit of public land (under agency control) before banning the use of lead ammunition or fishing tackle on such property."
