Are “pregnancy centers” a proper use of funds from TANF grant programs?

Awaiting Vote
Bill Summary

The Supporting Pregnant and Parenting Women and Families Act would amend the Social Security Act to allow states to use federal grants, which have traditionally funded TANF programs, to open and fund pregnancy centers. Pregnancy centers are defined as any organization that supports, “protecting the life of the mother and the unborn child,” while providing services that assist in that role. Sponsor: Rep. Michelle Fischbach (Republican, Minnesota, District 7)

Opponents say

•      "Fake clinics, also known as Crisis Pregnancy Centers, have one goal: to stop people from accessing the abortion care they're actively seeking. To do this, they provide misinformation about the risks of abortion, and routinely lie to people about how far into their pregnancy they are, with the hopes that they will stop seeking an abortion. More often than not, this doesn't deter abortion seekers: instead, it wastes their time, and adds increased stigma and judgment on top of everything else they're managing. This includes increased hurdles to accessing care later in pregnancy: higher costs, longer waits, and extensive travel to cities or states where abortions are provided." •      "CPC is a term used to refer to certain facilities that represent themselves as legitimate reproductive health care clinics providing care for pregnant people but actually aim to dissuade people from accessing certain types of reproductive health care, including abortion care and even contraceptive options. Staff members at these unregulated and often nonmedical facilities have no legal obligation to provide pregnant people with accurate information and are not subject to HIPAA or required by law to maintain client confidentiality. Many CPCs are affiliated with national organizations that provide funding, support, and training to advance a broadscale antiabortion agenda." Proponents say

•      "The legislation would codify states’ ability to use Temporary Assistance for Needy Families (TANF) funds to support pregnancy resource centers. This move follows previous attempts by the Biden Administration to implement rules that would prohibit states from utilizing these funds for life-affirming resources, instead encouraging the redirection of funding toward facilities that provide abortions." •      "National Right to Life strongly supports the Supporting Pregnant and Parenting Women and Families Act. Pregnancy centers often face discrimination simply because they are committed to protecting unborn life. The Supporting Pregnant and Parenting Women and Families Act makes clear that states may support pregnancy centers without fear of federal interference, ensuring that women are not denied access to real help and meaningful alternatives. H.R. 6945 amends Part A of Title IV of the Social Security Act to make explicit that nothing in federal law may be used to prohibit states from directing TANF funds to pregnancy centers."
