Should Congress establish a Task Force to combat foreign online scam operations?

Awaiting Vote
Bill Summary

The Dismantle Foreign Scam Syndicates Act creates an interagency U.S. Task Force to combat foreign online scam networks. This especially targets “pig-butchering” cryptocurrency scams run by criminal syndicates in Southeast Asia using trafficked labor. The Task Force will develop and carry out a government-wide strategy to dismantle these operations, pressure complicit foreign governments, coordinate with private companies, recover stolen funds, and support trafficking victims. This bill also imposes sanctions on key perpetrators and requires annual reporting to Congress. It authorizes $30 million for FY2026 and FY2027 to execute the strategy and aims to protect Americans from mass fraud. Sponsor: Rep. Jefferson Shreve (Republican, Indiana, District 6)

Proponents say

•     "The Committee took historic steps this week to protect millions of Americans. Hoosiers in particular have felt the impact of foreign criminal organizations draining their pockets through fraudulent schemes. I created an interagency task force to combat these sophisticated operations — and this legislation is now headed to the House Floor. We also advanced reforms to fix a broken State Department, promote fiscal responsibility, and put America First." Source: Rep. Jefferson Shreve (Republican, Indiana, District 6)

•      "Every day, Americans lose billions to online "pig-butchering" scams run by foreign criminal syndicates, and many of these operations are protected and profiting Myanmar’s brutal military junta.

Under junta control, entire scam compounds in Myanmar traffic and enslave tens of thousands of people to defraud victims across the world, including right here in the United States. The stolen money helps fund the junta’s war against its own people and fuels a global criminal industry that preys on ordinary Americans. H.R. 5490, the Dismantle Foreign Scam Syndicates Act, would create a U.S. federal task force to take down these networks, sanction the regimes that shelter them, and protect American consumers from devastating losses. Tell Congress: Stand with victims. Hold Myanmar’s military and its criminal allies accountable. Pass H.R.5490 now!" Source: ActionNetwork
