Should the federal government be required to provide funding to crisis pregnancy centers (discouraging abortion)?

This bill has Passed the House of Representatives
Bill Summary

H.R. 6918, if enacted, would prohibit the Department of Health and Human Services from restricting funding to crisis pregnancy centers, or organizations that work to encourage individuals to continue their pregnancies by providing resources and discouraging abortion. This legislation has no impact on the Hyde Amendment, which prohibits federal funding for abortion clinics. Sponsor: Rep. Michelle Fischbach (Republican, Minnesota, District 7)

•      "Republicans have long been on a crusade to control and limit the rights of women. Our Committee has work to do, and people depend on us to do so. We should be focused on addressing the maternal health crisis in this country, which is harming black women most of all. This committee’s mission is to safeguard health care, not attack it. After all, abortion care is health care, and it is overwhelmingly safe. But when health care is difficult or even impossible to access, that’s when complications arise, and health outcomes worsen… Around the country, anti-abortion centers masquerading as health care providers are jeopardizing women’s health and endangering their lives. In Massachusetts, one of these centers failed to correctly diagnose a woman’s ectopic pregnancy because the staff wasn’t qualified to be handling medical care. This misdiagnosis gravely endangered her life and necessitated emergency surgery a month later. Furthermore, these centers aren’t held to the same privacy or care standards as health providers. This is not acceptable medical care, and it’s horrifying that some of these propaganda centers are getting federal funding legally designated for serving poor children. This bill wants to fund more dangerous propaganda and more undeserving facilities of this kind." Source: Rep. Richard Neal (Democrat, Massachusetts, District 1), ranking member of the House Ways and Means Committee

•      "Patient data privacy has become a significant concern in the aftermath of the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, with advocates worried that, in states that have banned or severely restricted abortion, ‘the CPC industry is now functioning as surveillance infrastructure for the anti-abortion movement, amassing data that could be used in pregnancy- and abortion-related prosecutions post-Roe.’ Because… CPCs are not legitimate medical providers, they are not subject to federal health data privacy laws like HIPAA, which protects “sensitive patient health information from being disclosed without the patient’s consent or knowledge.” Heartbeat International – which is explicitly opposed to abortion rights – appears to be in a position to collect a significant amount of personal information from women about their pregnancies and potential plans for managing their care, but it is not under any legal obligation to maintain the confidentiality of this information, or keep it out of the hands of abortion bounty hunters." •      "We have watched with increasing concern in recent years as anti-abortion crisis pregnancy centers (CPCs) have proliferated in our states, outnumbering abortion clinics by a three-to-one ratio, while misleading consumers and delaying access to critical, time-sensitive reproductive healthcare. As the legal officials charged with enforcing our jurisdictions’ consumer protection laws, we support Yelp’s efforts to ensure that consumers receive clear information about the limitations of the services and staff available at CPCs. CPCs do not provide full-scope reproductive healthcare and often use deceptive tactics to lure in patients seeking reproductive healthcare. These tactics can have dire health consequences and rob patients of their healthcare choices. Efforts such as Yelp’s warnings help educate consumers and ensure patients are informed of what services are and are not available at CPCs, which ultimately protects the public health." Proponents say

•      "Being a mother is no easy task – especially if there is an unexpected pregnancy. Pregnancy Resource Centers fill a unique and specific need – to provide women and families with the support and wrap-around services needed to help raise a child… Pregnancy Resource Centers go beyond offering counseling solely after a woman becomes pregnant. They deliver free services on a voluntary basis to expecting parents, ensuring that children can be cared for within their homes. These comprehensive services include free pregnancy tests, ultrasounds, testing for sexually transmitted infections, counseling on all options for pregnancy, parenting education, job training, diapers and baby clothes, assistance with housing and utilities, and transportation support. This bill affirms our support for women and families and will help ensure they are provided the resources they need." Source: Rep. Carol Miller (Republican, West Virginia, District 1)

•      "Women who face an unexpected pregnancy should be able to safely go into a facility that is not going to push abortion on them and instead provide them with the education and support they need. And yet, the Department of Health and Human Services has proposed a rule that could restrict states from using TANF funding for these important resources, and encourages funding to go to facilities that provide abortions. This is one more example of this Administration's anti-women, pro-abortion agenda. The Supporting Pregnant and Parenting Women and Families Act ensures pregnancy centers cannot be excluded or restricted from receiving TANF funding. Make no mistake, conservatives are here for unborn children and their mothers and we want to ensure an expectant mother is empowered to raise her family. Thank you to Representatives Tenney and Smith for co-leading this bill that will help ensure continued support for women in communities across the country." Source: Rep. Michelle Fischbach (Republican, Minnesota, District 7), sponsor of the bill

•      "Congress must stand up for expectant mothers and preserve their access to maternal care. The Biden Administration’s proposed rule could deny women resources like diapers and prenatal care needed for a safe and healthy pregnancy. Not only will it harm pregnant women today and in the future, the proposed rule violates the law. In establishing the Temporary Assistance for Needy Families program, Congress explicitly created flexibility for states to address the unique needs of their populations by prohibiting bureaucrats from dictating how and where to spend program funds so long as they fulfill one of the core goals of the program. I hope that my colleagues will join me in making sure this anti-mother rule never leaves the drawing board. Thank you to Representatives Fischbach and Tenney for introducing this legislation and their staunch defense of families and the unborn, as well as Representative Chris Smith for his support and for his tireless leadership on this issue as co-chair of the Pro-Life Caucus." Source: Rep. Jason Smith (Republican, Missouri, District 8), chair of the House Ways and Means Committee
