Bill Summary

HR 3692 amends the Higher Education Act of 1965. It works to improve the environment for which higher education is accessible in America. This includes reducing barriers like waiving tuition costs for States and Tribes, partnerships with minority-serving institutions (including HBCUs, Asian-American and Pacific-American-serving institutions, Alaskan Native-serving institutions, etc), and promoting better pathways to higher education for low-income communities. The bill also increases grant funding for certain eligible students and communities as well as improves the loan-forgiveness program. Sponsor: Rep. Norma Torres (Democrat, California, District 35)
